La Tribune – The day after a new meeting of European energy ministers in Brussels, you are calling on public authorities to triple the pace of energy savings “fact” In buildings and industry. Are the 6.7 billion euros from France Relance and the 2 billion from the 2022 budget earmarked for the renewal not enough?

montlevault stone – Mere economics is not a motivator in itself. Still, taking action on investments is complex. We need an ambitious medium-term vision that requires investment and persuading public actors that it makes good economic and political sense.

Even before talking about purchasing power or energy sovereignty, the IPCC reports are very clear: if we do not keep our commitments and if we do not respect European ambitions, we are headed for very big problems.

What do you do next?

Are the means in line with these ambitions?

To manage this peak of activity, it will already be necessary to start with finding employees. This means doubling direct jobs, i.e. providing 60 thousand job opportunities. However, there is a labor shortage at all levels, both in technical professions but also in design office engineers. This general difficulty stems from the lack of attention and interest that civic education gives to artistic flows.

While we are in Germany, these professions are not a failure, but a choice, we must promote our professions and show that we wake up every morning to fight climate change.

In terms of helping to save energy, it is not necessarily necessary to devise new financial means, but to adapt important mechanisms such as energy saving certificates. These items are essential to the dashboard because they allow you to go to all the dwellings and buildings.

We made many individual gestures: changing a boiler, an engine … without adopting a global approach. We therefore advocate a refocusing of energy savings certifications on global procedures, whether for mass housing, third-class buildings or industrial sites.

Often, when we talk about housing, the reaction is to think of the individual home, so much so that the tariff shield targets first the individual before the collective. And that, while the bills there have doubled just as much. Therefore energy savings remain the best way to protect the purchasing power of the French.

In addition, other general tools are needed. On the principle of renovating public buildings of the state awarded 2.7 billion euros, we should have calls for projects, but with the absolute requirement for real and guaranteed energy performance over time.

Isn’t that the aim of the third decree ordering all owners and occupants of roofs over 1,000 square meters to reduce their energy consumption based on those of 2010: -40% in 2030, -50% in 2040 and -60% in 2050 ?

This decree has very high ambitions, but people sometimes wait until the last moment to act. I’m not worried about the private services sector because the pressure is on the client-tenant and owner-investor side who has CSR goals. On the other hand, I am more in the general higher education sector. This is why we suggest creating a startup fund that Ademe can direct.

At the same time, the ban on the rental of thermal sieves E, F and G should continue by 2025, 2028 and 2034.

What about energy sobriety?

Things are already going in the right direction, such as the relaunch of calling campaigns onWaste control. The government has this intention on fuel, heating and electricity. While an old slate dating back to the first oil shock says 19°C is the ideal temperature, we are used to living at an average of 21°C. By decreasing by two degrees, we can save a third of Russian gas.

In a post dated April 13, the country has just given the same advice to local authorities, while high energy prices threaten to make them abandon their investment projects linked to environmental transformation. How do you solve the equation?

Public procurement law is not flexible. If the mayor wants to renovate his buildings, he has to make two batches: a business batch and an operating batch. However, this work must be financed by energy savings. The government submitted an amendment to this effect in the 2022 budget, but it was rejected as a legislative knight. Nevertheless, we remain confident: it must be adopted in the next appropriate law.

Elected local officials don’t always have the necessary engineering either…

Making calls for heating projects in cities with fewer than 50,000 residents is considered an emergency. There is very good potential here to equip 1,300 cities. On the engineering side, we propose to simplify the transition to action by aggregating all successive studies into one step, through an engineering package. On the other hand, we propose a reinforcement for the upcoming winter season related to energy saving certificates to connect the buildings that are still heated by gas to the existing heating networks without delay.

Just as we can think of creating a guarantee fund that makes it possible to search for the energy of a maker. The fatal heat deposits are enormous. While there may be support for the construction of pipes and connection exchanges, bankers, and in general financiers, still raise the question of closing the plant. Insurance companies do not want to guarantee such operations either.

Shouldn’t the government’s €5.7 billion plan to decarbonize industry resolve this situation?

France 2030’s philosophy is to decarbonize industry, by replacing gas with recovered biomass or solid fuels. As for the unavoidable energy, it can also effectively supply industrial, just like heating networks. Thus the two devices can be complementary to each other.
